Principles Governing IPCC Work

This short document sets out the governing principles of the Intergovernmental Panel on Climate Change (IPCC). It was approved at the panel’s Fourteenth Session in Vienna on 1 October 1998 and subsequently amended at sessions held in 2003, 2006, 2012 and 2013.

It states that the IPCC concentrates on the tasks allotted to it by the relevant World Meteorological Organization and UN Environment Programme resolutions, in support of the UN Framework Convention on Climate Change. The panel’s role is to assess, on a comprehensive, objective, open and transparent basis, the scientific, technical and socio-economic information relevant to understanding human-induced climate change, its potential impacts and the options for adaptation and mitigation. The document also emphasises that IPCC reports should be neutral with respect to policy.
