This is ‘Nature, Not Human Activity, Rules the Climate’, described on its own title page as the Summary for Policymakers of the report of the Nongovernmental International Panel on Climate Change (NIPCC). It was edited by S. Fred Singer and published by The Heartland Institute of Chicago in 2008, in association with the Science and Environmental Policy Project.

The document itself states that the opinions expressed are solely those of the authors, and that nothing in it should be construed as reflecting the views of the Science and Environmental Policy Project or The Heartland Institute. It presents a viewpoint that differs from the mainstream assessments of the Intergovernmental Panel on Climate Change.
