European Commission proposal amending the Fuel Quality and Renewable Energy Directives (2012)

This document (reference COM(2012) 595 final, procedure 2012/0288 (COD)) is a formal proposal by the European Commission for a Directive of the European Parliament and of the Council. It amends Directive 98/70/EC on the quality of petrol and diesel fuels and Directive 2009/28/EC on the promotion of energy from renewable sources.

Its explanatory memorandum recalls the 2020 targets set under the Renewable Energy Directive — a 20% overall share of renewable energy in the EU and a 10% share in transport — alongside the Fuel Quality Directive’s target of a 6% reduction in the greenhouse-gas intensity of road-transport fuels. The proposal addresses the contribution of biofuels towards those targets and their sustainability criteria.
