According to its table of contents, the Blueprint is organised around three broad goals for United States energy policy, following an introduction and executive summary.

These are: developing and securing America’s energy supplies, including both domestic oil and gas and safer, cleaner sources; giving consumers choices to reduce costs and save energy, from more efficient cars and trucks to more efficient homes and buildings; and innovating towards a clean-energy future through research, development and federal leadership.
