Prepared by the Council of Economic Advisers, the report opens by describing observed signs of climate change in the United States — warmer average temperatures, rising sea levels and more frequent, more intense heat waves and heavy downpours — and attributes them largely to human greenhouse-gas emissions.

It frames carbon dioxide emissions as a cost imposed on others that is not reflected in the price of carbon-based energy, and argues that delaying action tends to raise the eventual cost of addressing the problem.
