This is the text of the Anti-Counterfeiting Trade Agreement (ACTA), an international treaty aimed at strengthening the enforcement of intellectual property rights. Its preamble notes that effective enforcement is “critical to sustaining economic growth across all industries and globally”, and that counterfeit and pirated goods undermine legitimate trade, cause financial losses for rights holders and, in some cases, provide revenue for organised crime.
The parties state their intention to provide effective means of enforcement that complement the WTO TRIPS Agreement, while taking account of differences between legal systems and ensuring that enforcement measures do not themselves become barriers to legitimate trade.
