If your home does not have a water meter (likely if built before 1990), you will pay a fixed amount for your water - no matter how much you use. Cambridge Water calculates this by multiplying the unmetered water charge by the rateable value of your home. Rateable value is just a fancy way of saying how much you would pay for rent for an equivalent property in the area back when the local council determined this (it hasn't changed since the introduction of water meters for new builds). In addition to this, you will also pay the unmetered standing charge for the year, which at the time of writing is under £30.

Essentially, the same thing happens for wastewater charges, except that money goes to Anglian Water - even though it's collected by Cambridge Water.
